It's a bookmarklet, or a little piece of JavaScript that gets executed when you click on it, instead of directing you to another web page. To use it, drag the link up to your links bar in IE (where I haven't tested it, just so you know...) and then, from a Flickr page, click it and you should get a little JavaScript prompt with the vB code in it.
